
Italy becomes the first EU Member State to adopt comprehensive AI legislation

Italy has become the first European Union Member State to pass its own legislation complementing the EU AI Act. Its landmark AI law (Law No. 132), which entered into force on 10 October 2025, is to be interpreted and applied alongside the EU AI Act. As such, it does not introduce new obligations that are not already imposed under the EU AI Act, instead providing a national legal framework for the implementation of the EU law.
The law also aligns data privacy and security provisions with the General Data Protection Regulation (GDPR), ensuring harmonisation with existing EU legislation. Its enforcement will be supported by two existing government bodies: the Agency for Digital Italy and the National Cybersecurity Agency.
